According to Bleacher Report, he is mad that Lillard was waived...treated that way.

My question is: How much does this backfire on the Bucks and prevent key vets and star players from heading to Milwaukee? I know they had the right to waive Lillard, but does this cause them to be viewed in a negative light?

I think what the NBA and what a lot of fans fail to see is that a lot of these international players - loyalty matters more than winning. Because if you look at it, they were kids coming from a small country, going to the US. This team essentially adopted them. They made generational wealth in the city. There's a reason why Giannis hasn't asked out for a trade all this time - even with Jrue and Khris gone. Loyalty matters, and I think comfort and security matters. Same with Luka. These international stars - Jokic, perhaps even Embiid - they're less likely to move teams, knowing how painful it was moving from their country to here. I think Ben Simmons is more of an anomaly - but he does not even play for the international team.

Lillard still gets his 110 million while doing his rehab, and he is evidently happy about the situation, but Giannis is not. It really is a strange situation where to appease Giannis and make him stay, they have to waive Lillard to put pieces around Giannis to be a fringe contender in the East. The Bucks are dammed if they do and dammed if they don't apparently.

Franchise players exert too much control.

Reports are Giannis wasn't too happy with the trade. Giannis has been letting the FO do anything. He can put pressure to build a good team, but I don't think he has as much control on who goes in and out of the franchise.
