CPS is a Texas agency. Figure it out for yourself why those others don't apply to what a Texas agency does.

I've had some neighbors who, if you just see the car they drive or hear the music blasting, would think they were gangbangers and . But then you see the the guys, and they are anything but gangsta looking, just respectable looking guys who happened to also be black.

Click on the link and it tells you right after that quote. Basically don't be a dumb and beat on your kid. You can't treat your kid like a punching bag because you can spank them.
I have family members who work for CPS. Family members who spanked their kids growing up. It's not illegal at all and they already have their hands full dealing with real assholes of parents without having to go after good parents who spank their kids.
What do you expect them to put into the law? I mean really, at some point along the line someone has to use common sense. That doesn't mean that there won't be some stupid cases that go before a judge but that is pretty much the case with ANY law.
A good friend of mine worked for them, too, and I was constantly appalled at how horrible the parents could be, as well as what cons uted a CPS visit when "abuse" or "neglect" was brought up...
I know, but that term leaves each case wide open to investigation, and it's to the discretion of each CPS office to interpret what one should consider "over the line." You just better hope you don't catch that particular caseworker's supervisor on a bad day...
