Just like other minimum wage laws, the impact is disproportionally felt by the young, unskilled, and non-white (which was the original intent of Davis-Bacon). Employment, albeit at low wages, offers an opportunity to gain some skills (and earn something) instead of having absolutely nothing to do.
That's because it's one of those "third rails."
