Walker reported that Stephens said "the dog started it" when asked why he was harassing the animal.

The dog is a quasi-officer. If the guy had kicked the dog, it would have been capital assault.
It's good to see comedy makes it to the news at times.
Also good to see real crime is down enough that the police have to "make work."
That is awesome! I hope he barks at the judge and get held in contempt!
