California delegation seeking economy answers in Austin

A delegation of California lawmakers showed up in Austin Thursday looking for policy answers to stem that state’s massive outflow of jobs.
The bipartisan group includes a dozen state officials, including Lt. Gov. Gavin Newsom, who have traveled to Texas looking for new ways to bolster the troubled economy in their own state.
“Over the past three years, California has lost 1.2 million jobs, while Texas has actually gained 164,000 jobs,” said Assemblyman Dan Logue, a Republican from a district north of Sacramento. “Texas like everybody else was hit by the recession but they are setting an example on how to grow their way out rather than tax their way out.”
The California group was set to meet with Gov. Rick Perry, various Texas legislators and California business executives who have decided to invest more heavily in Texas. Andrew Puzder, CEO of the Carls Jr. restaurant chain was scheduled to talk with the group over lunch.
“We want to meet with the businesses that left California and get a detailed understanding of why they picked up shop, and moved their families and their businesses nearly 2,000 miles away,” Logue said. “We want to understand what really triggered that.” (CG: It's called a tax break you dip .)
“We are afraid there is going to be a recovery, and California will not be a part of it. If we want to not lay off teachers, we have to grow the economy.”
Economist Donna Arduin, a former California director of finance, said a big part of the state’s problem is its heavy tax and regulatory burden and its lack of government spending discipline. California, with its high state income tax rates, is seen as an example for other states on what not to do to promote economic growth.
She suggested the state move toward flattening its tax rates and look to see where its regulatory burden on businesses its out of line with other states.
A flatter tax structure would help smooth out the state’s revenue stream and zero-based budgeting would help keep the state from increasing spending too much when the economy is booming.
“Fiscal policies matter a lot,” she told the group
Two things surprise me here. One, California looking to us for ideas. Two, it taking an entire delegation making a trip to learn what can be summed up in two sentences.

Low cost of living. Good quality of life. Low taxes. Business friendly environment.
California's income tax is already pretty flat. You pay either 10% or 11% unless you make less than about $47K a year.

Yeah, the cost of living is night and day in Texas vs Cali. Try getting a decent meal in LA for $5. Tons of places (besides McDonalds) in Texas to do it.

Pretty ironic when this is exactly what Texas is doing now.
My wifes company orginated in California. They moved to Dallas 4 years ago because the tax was so freaken high. The owners loves California and hated moving thier business down here. Start with that. Keep your businesses in your state and lower the taxes.

Texas is 20 billion plus in the hole just for 2011 and they have a super majority of wing-nuts in the TX legislature...the real reason companies move to TX may not 'obvious' as wing-nuts lead you to believe...for example, many companies moved into the Westover Hills area because they were given tax abatement, or corporate welfare to locate there by the city and because CPS, a public owned utility, could provide needed energy at a decent price...
Our elected democrat and republican leaders extended them, so apparantely they think those cuts worked out just fine.

I'd like to see the administration hold their ground this time and let the cuts expire or end. We want shared sacrifice so let's share the pain... that is what I would tell the GOP.. why not the rich feel it also? Why only the middle and lower class folks?
Meanwhile, back home, California legislators are dealing with really important issues like mandating that "gay history" be taught in schools...

That's a good question, GGA. Although, to be fair, that picture is painted pretty broadly since we both know, I think, a fair number of rich people who do "get it."
More telling would be the traits that separate those of us that do get it, from those of us that don't/can't.
Which is every bit as important as that ing sonogram bill our house just passed.
