Because this young couple was attempting to cross 410 by Fredericksburg while carrying a child that had to have been around 2 or 3 years old. The guy climbed over the barrier that separates east and west while he had the kid. There was tons of traffic. Did I overreact considering two or three kids died recently because they were hit by cars.

Do you drive? Have you ever been on 410? It's four lanes each way and they had just crossed going the other direction. I just passed Fredericksburg and the next exit wasn't just right there. It would have meant taking the next turn around and trying to get other traffic to stop or slow which would have put others in danger as well. Just because your mom drives you everywhere and you've seen her do it a million times doesn't mean you know jack about driving.

No need to put yourself in danger stopping on 410. Sometimes people just don't think and risky things seem too easy. A reality check from the police is much better than a reality check from a cement truck.
