He's only being allowed to compete because of the warm/fuzzy human interest story attached to it. We see a man who won't allow a handicap to hold him back, the media loves it. The powers that be are well aware of the fact he is a non factor in the grand scheme of things so ok let him compete.
If this guy was running 43.00 and winning World/Olympics he would be gone. Poof!!!!!!!!!!!!!!!
If his 4x4 team were to win the upcoming Olympic gold medal and his split was something like 42.5, trust me there would be a protest.

I'm sorry, but no. Most the newer sports prosthetic have advantages over a real leg for example when it comes to running.
