Cheney's recommendations came after the end of the Cold War. Not hypocritical and certainly not hard to understand. Also, Yonni is correct, the limits set by Congress were important.

Again, Cheney was advocating this after the Cold War. What part of this do you not understand? Kerry opposed the Reagan buildup.

Seriously, if you believe Cheney woke up one morning and said, "Gee, I think I'll cut the military back some this week," you're crazy.
