Judgment won't be based on a mistaken belief. Just because people don't believe in worshiping God doesn't mean that God does not love them and won't welcome them with open arms in Heaven. That's like saying a kid in Africa whose parents never taught him about God and he grows up with no such knowledge or belief will be punished and has to repent because he didn't bow down to God during his life.

God will NEVER punish people, because punishment involves suffering, and suffering is a form of torture, which is a sin, and God does not sin. God is all good. He is perfect and flawless. He would never harm a person under any cur stances.
