I was approached by this man who wanted a hand out. This man claimed to be from New Orleans. I didn't give him anything, b/c my gut feeling told me that he was taking advantage of the situation. Anything like that happen to anyone?

We've already had people by the church doing that... if they're really from NO, they can be fed and housed at the shelters. Sounds like your typical vagabond there. Ignore the NO line and do whatever you would normally do for panhandlers.
Give him a buck either way. Unless he's Puerto Rican.
Damn that is pretty messed up if people are using a NO line now to get money...Im sure if he was really from NO than he would be at a shelter like everyone else
i've heard of people pretending to be door to door knockers for the red cross and just keeping the money
