    AUSTIN, TX --Texas would cut $3 million from programs to prevent HIV and other sexually transmitted diseases and spend that money instead on abstinence education under a contentious Republican-sponsored measure tucked into the state budget Tuesday night.

    The GOP-controlled House overwhelmingly approved the budget amendment, but not before a tense exchange with Democrats that veered into the unusually personal.

    Republican state Rep. Stuart Spitzer, a doctor and the amendment's sponsor, at one point defended the change by telling the Texas House that he practiced abstinence until marriage. The first-term lawmaker said he hopes schoolchildren follow his example, saying, "What's good for me is good for a lot of people."

    Democrat state Rep. Harold Dutton asked Spitzer if abstinence worked for him.

    "It did," Spitzer replied. "I've had sex with one woman in my life and that's my wife."

    "Is that the first woman you asked?" Dutton replied.

    Shouts of "Decorum!" soon echoed on the House floor as the back-and-forth intensified. Efforts by Democrats to put the debate in writing for the record - usually a perfunctory request - failed.

    The measure is a long way from final approval. It must still survive budget negotiations with the Senate, although that chamber is equally dominated by conservatives.

    Texas in 2013 had the third-highest number of HIV diagnoses in the country, according to the federal Centers for Disease Control. Texas also has one of the highest teen birth rates, and its public schools are not required to teach sex education.

    Another Republican-sponsored amendment that passed Tuesday night would prevent schools from distributing sex education materials from abortion providers.

    TX Repugs also have cut Planned Parenthood in TX, killing stuff like peri-natal care, free contraception drugs, cancer screening for poor women, even white rural women who STUPIDLY vote Repug.

    PP clinics replaced by Pregnancy Crisis Centers that LIE to women, like abortion causes cancer, sterility, death, abortion is reversible etc, etc.

    Repugs UP everything they touch. And you Repug voters have no evidence to the contrary.

    Maybe if you're too lazy to look it up yourself, and too skeptical of a network news article on the subject, you should just refrain altogether from commenting. There's not exactly an overwhelming demand for your opinion on any topic's relevance.

    Back in my day abstinence was taught without the laughter that is heard today from young people…Abstinence is the only sure way to prevent the horrible STD’s that we have today…

    Congress Quietly Increases Funding for Abstinence-Only Programs

The bill also increases funding toward the grants by $25 million annually.     Since 1982, more than $1.7 billion in federal money has been spent on programs that are damaging to young people and fail to provide opportunities to learn vital information and skills that they need. In the past, a collective outcry from young people, parents, educators, and medical and public health professionals has been successful in reducing spending on AOUM programs.

    GOP "Abstinence Only" Rep Cassidy's unwed teen daughter is pregnant. Can he work AND be good father?

    Co-sponsor of Abstinence Only legislation, Rep. Bill Cassidy (R) announced his unwed, 17 year old daughter is pregnant.
    Not long ago, Matt Lauer asked a female CEO if she could work and be a good mother. At the time, many people wondered why men are not asked the same type of question.

    GOP Rep. Bill Cassidy's idea of a good father is a father who promotes abstinence only. In fact, Rep. Bill Cassidy co-sponsored the abstinence only bill in the US Congress which is led "Abstinence Education Reallocation Act of 2013" ... hmmm ...
