Boner knew he did not have the votes (tea bagger/kock bros faction, Boner was a chicken ), so he didn't bring it for a vote.
The Repugs need illegal immigrants EVERY election as a xenophobic campaign topic (see Trash and his Mexicans, rapists, etc), so they won't fix it.
