You have to have adobe image ready along with photoshop.

You design them in photoshop, and animate them in Image Ready (which is part of the photoshop package).

Image Ready. Just click on the little icon at the bottom of your tool pallette and it will open the do ent that you are working on in Image Ready. Remember this: Your layers are your frames in the animation.
