He's not Hispanic. He was born in Oklahoma and moved to California when he was 12. His parents' names are Ray and Wilma Norris. I guess they just liked the name "Carlos". I know a guy named "Carlos" in Oklahoma who is also not remotely Hispanic. Must have been a popular name in Oklahoma in the 40s and 50s. I know a couple of women named Maria, too, who are also not Hispanic.
