I don't have the link readily available, but if you go to NBA.com, you should see a link for the European Tour on the NBA Store dropdown menu.
From there, you go to a European (I guess) shop to do the transaction. After that, though, can't tell you much.
On NBA.com you can order the Europe jersey. They only have Parker, from the Spurs. I ordered mine a couple of weeks ago, the price is in Euros, which translates to about $ 86 american.
Whatever the 60,000 C means in American dollars..
