The "consistent" lottery team pick for me is the Raptors. I like their front office and stud young guns. They need a solid draft in 07, but they'll be enough under the cap to make some noise in free agency too.
About the Hawks, I would say I'm hopeful, but pessimistic.
The ownership dispute is preventing the organization from making any franchise-altering decisions and their GM has made some questionable decisions to say the least. Unfortunately for the Hawks and their fans, suttle long-term moves won't be enough to get them out of the gutter, so until they resolve the owner situation and fire the GM, they'll probably go nowhere fast.
It's unfortunate for me because I'll have to be around it for at least the next 3 years and I just don't see anything happening that soon. Hoping for the best, predicting nothing special....

It's hard to predict who will be good 3 years down the line.
A lot of things happen to a team in a 3-year span, especially if you're talking about lottery teams, or teams with bad records. Being in Philly, I knew all of the players here well and the lineups over the years, etc. The other day I took a look of the Sixers roster 3-4 years ago and forgot about so many different guys that used to be on the team. I completely forgot about a lot of players and that they even existed, even though it wasn't really that far back in the past.
With struggling teams, they move players around a lot and normally maybe only 2 or 3 players are kept throughout a time period, but all the other players changed annually.

Yeah... Raptors. As long as they are in the lottery, Colangelo will bring in star talent. If they are in the lottery again this year, he'll bring them the star wing they lack.
They won't get Oden and I doubt then finish bottom three for a chance at Durant, but there is plenty of talent. , late lottery would probably net them Corie Brewer.
After the Raptors, I'd say Philly. They'll finish bottom three, have Iguodala, Carney, Miller and Dalembert, will have one lottory and two other 1sts this year, could be lottory next year and when Webber's contract is done, they'll have 10-15 in CAP space, even after extending Iggy. They have a bright future if they draft well.
Which le Contender will be a lottery team in 3-4 years? My vote is for the Heat. Many of their players are way past thier prime.

Blazers easily. They have better young talent than any of the teams mentioned in this thread.
first team that popped in my head when i saw this thread was charlotte... second team was orlando... until i realized that they are doing pretty damn good this season.
Hawks + Hornets if they can both stay healthy.
I don't think Hornets are a lottery team right now but with all their injuries they're going to be.
