Mom Allegedly Ties Son's Hair to Railing
MANTECA, Calif. (AP) - Police arrested a 27-year-old woman who allegedly tied her son's hair to a stairway railing as punishment.
Balbir Kaur was arrested Tuesday night for cruelty to a child after police found her 10-year-old son tied to the railing. The boy had been screaming and could not come to the door when police arrived, Manteca police spokesman Rex Osborn said. Police had to cut the boy's 20-inch hair to release him from the railing.
Kaur was booked into San Joaquin County Jail on one count of felony child endangerment. She was released on $50,000 bail early Wednesday and was scheduled to appear in San Joaquin Superior Court on Aug. 13.
The boy and his one-year-old sibling were taken into custody by Child Protective Services.

their last name is kaur which is of indian decent. i am guessing the kid wore a turban, which covered his 20 inch hair. i wonder what fillmoe's mom has to say about this behavior
also, manteca is a wack city in the valley.
