    If a division champ has the ninth best record in the conference, do they make the playoffs?

    well, you're the division champ which means you led the division which also means you get to enter the playoff according to current rules. i think that team would be seeded not lower than 4th.

    They cannot be seeded below four, regardless of record. I doubt Utah will fall to 9th best record though.
