The places I frequent in SA are not going to give up masks now imo.
Its become all the rage. The oddball is the one NOT wearing mask in convenience stores and HEB.
Even outside its fairly frequent.
And people are clearly cognizant of the 6 foot zone. People are dancing around each other politely.

From what I understand, businesses can still require that you wear masks in their establishments, but it isn't mandatory that they do.

Texas is still for testing. I think it is absolutely certain it is far more widespread than they know.

During their briefing last night, Ron Nirenberg and Nelson Wolff clearly disagreed with it. They confirmed that individuals could not be fined or anything, but said they'd do what they could, like work with businesses to make sure they still were requiring masks inside their establishments.

I'm already seeing less people wearing masks. None of the cashiers at my 7-Eleven and about half of the customers in there weren't wearing any when everyone was just the day before.
This shouldn't take long to backfire, tbh.
SA is also a Home Rule city which means it arguably has the ability to keep its own regulations, regardless of what the Gov says. The other important thing to take away from Abbot regarding face masks is that I believe he said businesses can still require them. I think the only argument is that people cannot be fined. I think most people will keep the masks for at least another 30 - 45 days regardless of what the government says.
I read this as well. The only problem is that the ability to fine has been removed and I don't know if a business is going to throw someone out for not wearing a mask. For example, I was at HEB last week and I guy came in wearing a tank top and he tried to just pull it up to cover his face. A worker stopped him in the store but then let him continue to shop.

can't have municipal non-profit data networks
can't regulate rideshare companies
so Home Rule city doesn't appear to have a lot teeth in practice
Personally, I think they are playing politics. San Antonio has the authority to self-govern - we can pretty much make our own rules so long as it is a rule that is not prohibited by Texas law. I don't pretend to be an expert on this so if anyone has more info on what limitations we have, i would love to hear it.
If they truly disagreed with Abbott, they would implement their own regulations and stick with them. They don't want to pick a lane so that if it works, they can say they opened up cautiously and to the benefit of SA and if it blows up, they can say they were against it from the beginning.
Not sure I completely understand your point. The tools are in place for city officials to exercise their own rules and regulations. I am not saying that there will not be legal battles, but if they wanted to fight back due to the public safety of San Antonio, they have the legal tools to do so.
I was pointing out where SA Home Rule status has been nullified by those 3 instances.
I don't think SA would spend the $100Ks or more in legal fees to fight Austin over SA citizens' safety.
I'm not sure. Abbott's order says that it overrules anything imposed on the local level.
