    The problem is that a majority have not had any theories, nor looked at the data, but posts out of context numbers. Low level logic and gossip.

    Inquire with your local government on why data is reported in this manner.

    At bare minimum look at the dataset and learn how it is being produced. Look at how each " e" is tabulated. Typically you will find a pattern or a deviation from the pattern.

    What is your question?

    He quit. He was trying to get me to say that I was generating data and didn't have error built in. He was too excited that he didn't read that I am only stating facts based on what is reported
