You're only supposed to eat with people who you are close with anyway, if those people are eating with people they don't live with they are putting themselves at risk like the ones standing without a mask.

Walking around without a mask, you're endangering people sitting at tables and doing just about anything else, without masks. Again, placebo. You see masks, you think "best effort, good enough".
