Russia threatens legal action if forced into sovereign debt default
April 11 (Reuters) - Russia will take legal action if the West tries to force it to default on its sovereign debt, Finance Minister Anton Siluanov told the pro-Kremlin Izvestia newspaper on Monday, sharpening Moscow's tone in its financial wrestle with the West.
Russia faces its first external sovereign default in more than a century after it made arrangements to make an international bond repayment in roubles last week, even though the payment was due in U.S. dollars. read more
It had been due on April 4 to make a payment of $649 million to holders of two of its sovereign bonds, but the U.S. Treasury blocked the transfer, preventing Russia from using any of its frozen foreign currency reserves to service its debt.
"Of course we will sue, because we have taken all the necessary steps to ensure that investors receive their payments," Siluanov told the newspaper in an interview.
"We will present in court our bills confirming our efforts to pay both in foreign currency and in roubles. It will not be an easy process. We will have to very actively prove our case, despite all the difficulties."
Siluanov did not elaborate on Russia's legal options and did not say where any court hearing could happen.

Russian Railways JSC has been ruled in default by a derivatives panel after missing a bond interest payment, the first such decision since Russia was slapped with extensive sanctions that complicated financial transactions.
A failure-to-pay credit event occurred after a coupon due on March 14 failed to reach investors by the end of a 10-day grace period, according to the Credit Derivatives Determinations Committee.
The decision could set a precedent for the Russian government and local companies which have found themselves in a similar position. Since the beginning of the war in Ukraine, Western banks and other financial intermediaries have been blocking bond payments as they pored over legal implications of the sanctions, effectively shutting Russian borrowers out of the global financial system.
State-owned Russian Railways attempted to pay the bond coupon last month, but it failed to reach holders due to “legal and regulatory compliance obligations within the correspondent banking network.”
Contracts insuring the company’s debt against default will be triggered by the committee’s decision, and holders will now wait to see how much will be paid. The ruling doesn’t have a direct impact on bond investors, which so far haven’t requested an immediate repayment of their holdings.

Laughing teen Russian racer appears to give Nazi salute from go-karting podium
A teenage Russian go-karter is being investigated for seemingly throwing a Nazi salute after winning a European Championship race.
Artem Severiukhin, 15, was filmed banging his chest twice while on the podium in Portugal on Sunday — then extending his right arm in what appeared to be a clear Sieg Heil salute.
The grinning, blond teen then broke into full-bodied laughter.
Motorsports’ governing body, the International Automobile Federation, said Monday it had launched “an immediate investigation” into the Russian’s “unacceptable conduct.”
The teen — who was racing under the Italian flag because of sanctions imposed on Russia following the invasion of Ukraine — was also dropped by his team, Ward Racing.
The privately owned Swedish team said it was “deeply in shame” of his behavior, which it “condemns in the strongest possible terms.”
“Ward Racing sees no possibility for continued cooperation with Artem Severyukhin and will proceed with terminating his racing contract,” the company said, while also apologizing “to those who were hurt or distressed by the occurrence.”
