UKR is reinforcing, and getting better more modern weaponry from the West.
RUS is spending itself on prepared UKR defenses. UKR simply holds a position for as long as they can, while preparing a fall back prepared position. Then they fall back, and RUS has to start all over again for the next half mile.
All the while RUS extends its supply lines just a little further.
