That is an opinion based on many articles with Russian and Breakaway Donbas Leaders criticizing Putin for not calling up the entirety of Russian men available within the country. Putin is scared to bring this "special mission" directly to the Russian people.

Ukraine’s general staff rejected Russia’s account later on Wednesday. In a post on Twitter, it said the claims were “fake” and that it was using the US-supplied HIMARS to inflict “devastating blows” on Russian forces.
That also doesn't account for the 3 MLRS UK sent, and another 3 MRLS sent by Germany...

They are not calling it a WAR because WAR involves the mobilization of the general population as pointed out BY HIS OWN military.
Putin does not want this war coming home.
This is not Georgia, Chechyna, Afghanistan, Syria, Crimea ... on and on.
This is a very very large conflict compared to any of the above and his own military has told Putin the general population needs to feel more than sanctions.
The Russian people as a whole being actually involved is something Putin does NOT want. So he is going to prolong this and use any fodder he can get at this point so they can make tiny incremental gains ALL WHILE Ukraine is now getting weapons than can hit Russia hard behind the front lines and cut off supply chains and ammo dumps. The Russian military realizes this. This War has already bogged down and now there is even more of a chance of counter attacks now that the Ukrainians have all this military hardware coming in.
At this point in the War Russia is getting hit well beyond the front line. It will get to the point that the Russian artillery CANNOT sit back and blast a city into submission and enter after the major part of the Ukrainain defenders have left. The Russian artillery will be at risk now, severe risk. Without the strategy of blasting before entering much larger fighting on the ground will have to occur. Which the Russians cannot match the Ukrainians because they wont be able to blast them first. The Russian military sees this. The west sees this. Putin does not want the war coming to Russians in Russia. Once families have their men leave in large numbers... for Ukraine? Yeah, thats a problem.
