Smalls commandeered a confederate ship, so in a basic sense Smalls had a naval accomplishment during the Civil War. If there were Native American or Mexican American sailors in US history more deserving of notice who were passed over, that wouldn't be surprising at all, though I don't think that's the case here. One melancholy thing about awards/honors is good people get passed over.
