I don't really ever view DAL as contemporaries with SA or championship equals at all. I view DAL Mavericks as the Spurs little brother lol just like PHX and OKC. It's a simple count there, 5 > 1
However DAL is an in-state rival and inter divisional rival to SA as both teams are in the Southwest division but I share your criteria (W/L %, le count etc) for overall league landscape as the objective measure of success as anyone would.
A lopsided or alternating rivalry is still a rivalry imho regardless of le count etc:
