POTUS has the power to adjourn the US Congress under Art. ii Sec. 3.

The language seems to contemplate the situation where the president has previously convened Congress for a special session. That power has never -- to my knowledge -- been used.

The idea was floated last month after Helene, but Biden didn't do it.

Trump trying to get around Advice & Consent of the US Senate to install loyal personnel on a temporary basis isn't anything new, he did this last time around. What's new is the possibilty that a president will adjourn Congress by decree.
