Freedom of speech: Federal government was directed to restore freedom of speech and preventing government censorship of free speech. The First Amendment already guarantees free speech in the US.

McAllen and Harlingen voted Trump albeit by <10% margins but a massive shift from any election before. Those 4 counties in light blue down south in the valley are all quite low population.
All the decent sized cities in the RGV voted for Trump. 54% of Mexican-Texan voters voted for Trump. Accept it. Cope.
