Where did Congress appropriate funds to pay for a Politico subscription.
I keep using that example because it's the best demonstration of how wrong you are. Congress appropriates a block of funds for an agency to execute legislative mandates. How and on what they spend the money is up to the agency (Executive Branch) so long as the legislative intent of the appropriations is met.
I think the GAO has done them for the past 20 years, at least, and Congress failed to act on their findings.

This is factually false, the GAO and agency IGs root out waste and fraud as matter of course, and Congress sometimes acts on the reports. That's our system.
