    I keep using that example because it's the best demonstration of how wrong you are. Congress appropriates a block of funds for an agency to execute legislative mandates. How and on what they spend the money is up to the agency (Executive Branch) so long as the legislative intent of the appropriations is met.

    This is factually false, the GAO and agency IGs root out waste and fraud as matter of course, and Congress sometimes acts on the reports. That's our system.

    Perhaps not to your personal satisfaction, but that doesn't mean they do and have done nothing
