Iran has actually not yet blocked it but I think China will be angry if they do because China buys so much from Iran. Iran will also lose out on sales at a time when it badly needs money.
That and there has also been this assumption that "one off" strikes don't count as war even if they're acts of war. Also, the power to impeach a president is basically dead because of partisan divide.
