If it comes to fruition, I think it would be a product of Sark no longer being fully bought in for one reason or multiple reasons.

My interpretation of the first part is CDC finding out if the rumors are originating from Sark's side as some sort of leverage play, which wouldn't necessarily be money.

I'm sorry, but their pursuit Elee doesn't tell me crap about their portal mindset. It tells me they see a talented kid and are going after him.
