Younger Iranians want a secular government and moderation, but the Ayatollahs want to hold onto their power, especially when setting Shira law to regulate personal behavior. So the Iranian government uses fear and threats on Israel, much like Hagee does with his flock with Iran, to garner sympathy, political support and money.
