Qualifying Offer / 80% Scale Offer -i need explanation

i dont understand these 2 options

For the Qulifying Offer :

You can notice than only qualifying offers for first round picks are on hoopshype while you have too qualying offers for second round pick/undrafted players.

I don't know what they mean by 80% Scale Offer but you can notice than no players has this option. It's maybe something related to unsigned draft picks.
