I think they have always been 12 minutes. I'm not sure, but I looked up the playing time of several players 10-15 ago and they perfectly reflect the playing time players see right now so I assume they quarter was always 12 minutes long.
I looked all over on the internet and couldnt find anything on it. But I am having an argument with somebody on another forum. I seem to remember 10-12 years ago the NBA gameclock had 15 minutes per quarter before being switched over to 12. I was very young then however and may have just got it confused with something else I heard. But I could swear I am right. So am I right or have NBA quarters always been 12 minutes?

The original NBA rules included games 48 minutes in duration.
