According to published reports, Atlanta Falcons owner Arthur Blank has offered the job of Executive Vice President of Football Operations to Bill Parcells.
Under that scenario, Parcells would hire the Falcons' new coach and general manger. Blank has reportedly asked Rich McKay to remain on board as team president. The reports indicated that Parcells could accept or reject the offer as soon as Wednesday.
The two-time Super Bowl-winning coach is reportedly considering the offer seriously. Their story said that McKay would not return in the same capacity, even if Parcells does not join the Falcons.

Parcells may have struggled as a coach with the Cowboys, but he did leave the franchise in a better position (talent-wise) than when he came in.
In a talent-evaluator type of position, I'm sure he would help that franchise.
ESPN is reporting that parcells is going to accept a revised contract from the Dolphins.

This guy is washed up as a coach. I guess at least for the Dolphins he can bring them up to a level where they can at least compete.
