On top of being interventionists in foreign conflicts, like Iraq's civil war, Republican lawmakers also lead in sponsoring pork-barrel spending...

Republicans lead "pork" spending lists: report
    Wed Apr 2, 2008 1:57pm EDT
    By Richard Cowan

    WASHINGTON (Reuters) -
Republicans in the U.S. Congress, trying to appear tightfisted with taxpayer dollars this election year, found on Wednesday that some in their own ranks led a list of "pork" spenders in a watchdog group's analysis of government waste.

The annual survey by Citizens Against Government Waste claims that 11,610 special-interest projects were stuffed into spending bills approved by the Democratic-led Congress last year at a $17.2 billion cost to taxpayers.

But according to the survey, it was individual Republicans who pushed the most "pork" last year. In addition, the three House of Representative Republicans sponsoring legislation calling for a moratorium all engaged in the practice, the report said.

For months, House Republican Leader John Boehner has been leading a crusade against such projects, known as "earmarks," which routinely benefit lawmakers' hometown districts.

Boehner, of Ohio, has called for suspending "pork" spending this year and has criticized House Speaker Nancy Pelosi, a California Democrat, for not yet agreeing to do so.

In the House, Republicans have attacked Democratic Rep. John Murtha for delivering a pile of special-interest funds to his western Pennsylvania district.

But according to the report, two House Republicans bested Murtha: Roger Wicker of Mississippi, who recently became a U.S. senator, and Rep. Bill Young of Florida. The two scored $176.3 million and $169.5 million in earmarks respectively, beating Murtha's $159.1 million.

In the Senate, the top three big spenders were Republicans, who together scored about $1.8 billion in home-state projects. Those senators are: Thad Cochran, the senior Republican on the Senate Appropriations Committee, Richard Shelby of Alabama, and Ted Stevens of Alaska, who was roundly criticized a few years back for winning approval of a "bridge to nowhere," and has been reported to be the target of a federal corruption probe.

All the top spenders are members of the House and Senate Appropriations committees, which dole out federal dollars.

Opponents of the special-interest projects argue that they do not receive adequate oversight by Congress and often are inserted into legislation at the last minute.

Many lawmakers who back earmarks say they help deliver jobs and public works projects to hometowns. They also point out that the funds represent less than 1 percent of federal spending and that reforming other parts of the budget would be more meaningful.

Suspected earmark abuse has led to some reforms, including making the spending more open to public and congressional scrutiny.

Among the "pork" outlined in the watchdog group's latest report:

    --$123,050 secured by Sen. Robert Byrd, a West Virginia Democrat, for a Mother's Day shrine;

    --$3 million by House Majority Whip James Clyburn, a South Carolina Democrat, for The First Tee, which aims to promote the game of golf among young people. The money was inserted into a military spending bill;

--$188,000 by Maine's Republican senators Olympia Snowe and Susan Collins and Democratic Rep. Thomas Allen to help the Lobster Ins ute, which the report said is working on a "Lobster Cam" and developing lobster dog biscuits.

As for the three U.S. senators running for president: Republican John McCain had no earmarks last year, while Democrats Hillary Clinton delivered 281 projects to her home state of New York, costing $296.2 million, and Barack Obama had 53 projects totaling $97.4 million.

OK Dan, help me out here. Wicker had $176.3 million in earmarks and Young had $169.5 million which beat Murtha's record, yet Hillary has $296.2 million?

Are we comparing apples and oranges? Now what is an earmark? Some are legitimate expenditures for a state and some aren't. Right? Can we get some clarity on what the projects are rather than a story that mixes apples and oranges.

When I see stories that obviously are vague on the facts, I tend to ignore it. The material they cite should be readily available from a government web site. They confidently don't link it.

Dan, give us a breakdown please. How many of those republican projects are as stupid as a "Bridge to Nowhere" and how many are good projects?

Buchanan had a good article the other day about Bush:

    The 'Isms' That Bedevil Bush
    http://www.humanevents.com/article.p...5678#continueA

His foreign policy is Wilsonian. His trade policy is pure FDR. His spending is LBJ all the way. His amnesty for illegals is Teddy Kennedy's policy.

Two-thirds of the nation says we are on the wrong course. Two-thirds rejects NAFTA and amnesty. Two-thirds wants out of Iraq. Two-thirds rejects Bush. Bush says that people are being misled by those wicked old isolationists, protectionists and nativists. At least he and Poppy will have something to agree on in retirement.

OK, you caught me in one of a few mistakes I make. Still, these people are not at the top of the web sites interests.

Now again Dan, you propagate someone else's propaganda. My God man... when will you verify facts instead of repeating other people's lies?

I did a search of the source material that has the 11,610 entries. Young's totals are $$93,510,473. He rates a 39% from the site for waste. 0% = worst and 100% = best. Wicker has a 25% score and an earmark total of $111,865,600. Neither of these are larger than Murtha's $159,120,981 million. Murtha rates 5%.

Here is some other interesting data from the Citizens Against Government Waste site...

The worse 159 spenders are not republicans. All democrats and (I) Sanders. Entry #161 is James Walse (R) of New Your with a score of 12%. The first republican from worse to best waste spenders. The first entry doesn't have a record to consider as sorted form low to high percentage so he is actually #160. The 40 most fiscal responsible are all republicans. Not until entry 41 sorted best to worse do we find Melissa Bean (D) of Illinois with a score of 80%.

So the tactic is to scream about and concentrate on en lements while ignoring everything else? got it

earmarks are a tiny percentage of the budget.

Earmarks are how Congress buys votes and assures Congressional people lucrative careers after serving. Therefore, Congress will never do anything about earmarks. It's how Congress votes money and job security to it members.

The best that can be done is name and shame each Congress person publicly and let citizens decide for themselves. Earmarks are as touchable as the Defense budget.

No. That's not what I'm saying. I'm saying:

    DAN IS A LIAR AGAIN!

I don't like the earmark process either. Some are actually good, but I believe they all sould be voted on like anything else. Yes or No by merit. They should not be stuck into pieces of unrelated legislation to make them happen.

This is actually a good point.

And it is a plausible reason why the conservative movement to trim the government's increasing size and spending has lost momentum. To put it in a very small nuts ... it is inherent to government to try and increase its power. It can't help itself.

And the politicos who achieve some success in fighting the tide, and actually manage to cut taxes and decrease en lement spending, end up either going along with the Washington culture, or lose re-election to candidates who will promise more earmarks and spending.

But don't pin this solely on Republicans. This is a bipartisan problem.

The charts say a couple of things.

    (1) The Republican "takeover" of Congress of 1994 started out pretty well. I imagine their zeal for conservative principles (in this case, cutting pork) was fueled partly by having Clinton sitting in the White House. They couldn't cave on the issues. Plus, alot of these Congressmen were newbies and full of big ideas.

    (2) The conservative notion of cutting the pork lost momentum after Pres. Bush was elected. Read my previous post as to why -- people in government cannot help themselves. (It's either get pork to your district or lose re-election. And so govt grows, and it takes a tremendous amount of work to fight it. It's like swimming against a strong current.) Maybe the Republicans got complacent with an R in the White House.

Furthermore, and this may cut against liberal orthodoxy, but I'll have to say it anyway. Bush is NOT a conservative. He is not a small-government advocate. He is not particularly a cutter of pork. True, he has done some conservative things, but he is not a conservative. There, I said it.

Anyway, the American people rightly took their Republican Congressmen to the woodshed in 06 for a number of things. One of the major reasons being their failure to cut spending. But, really, are we to look to look to Democrats to cut pork?

    This is a bipartisan issue.

What I want to know is, how did the chart look before 1995? Was there a dip after the 94 elections?

No, I'm only saying that the conservative Republicans of the 1990s were more ideologically pure than the ones in Congress right now. As they stayed in congress, and eventually got a Republican Pres., I think they got complacent and failed to live up to conservative principles. And they were punished for it.

And I've never heard of "Clinton making me do it." Is that what Lewinsky said?

Ok. but they were punished because they went along with Dubya's War...had Dubya gone into NW Pakistan after the remnants of Bin Laden's 'holy warriors', instead of Iraq, maybe things would have been different for the Republican majority in 06....no matter their new found attraction to pork-barrel spending...
