Currently for international players with prospects to play in Europe it has.
For domestic players, it depends. On the one hand, a second round pick gives you the opportunity to negotiate a contract with very little guaranteed money. On the other, a late first round pick allows you to lock up a very talented player for up to five seasons at a below market salary.
The Spurs have at least once (if I recall correctly) traded a late first round pick straight up for an early second round pick (in the same draft, I believe).
