Yet another off-season the Spurs face with a paucity of unrestricted free agent targets and a host of attractive restricted free agents. In general, has the expansion of restricted free agency to include those on 1st round rookie scale contracts after their fourth year and those players with three or less years of service in the NBA been a good thing or a bad thing for your San Antonio Spurs?

As you know, the RFA provision is there to make it more likely that a team can keep the players it has developed. It is a rule of the game.
It has made it harder to pry talent away from other teams, but without it could the Spurs have kept Manu in 2004? I think it is at least 50/50 we would have lost Manu without it, so I would say it has been a good thing for the Spurs.
The Spurs don't attract talent. Their ability to keep the talent they've developed is key. If not for some front office ups, they'd have probably been able to keep Jack, too.

Yes, because Manu was a second round pick, and thus an unrestricted free agent when he was re-signed for 04-05. The Spurs also had to dip into capspace to bring him back, so the RFA provision has done absolutely nothing positive for the Spurs since its ins ution. Beno Udrih is the only player I can think of to ever have RFA status with the Spurs.
Manu was a RFA in 2004. Remember the concern that the Nuggets would offer him a contract the Spurs couldn't/wouldn't match? Yes, I don't believe that Ginobili was likely to leave SA for Denver, but if he had been an UFA how would it have played out? Especially given that Holt might have been inclined to not carry three large contracts.

Manu was restricted as are all FAs with less than three years as long as the team makes the qualifying offer..

Restricted free agency exists only on a limited basis. It is allowed following the fourth year of rookie "scale" contracts for first round draft picks (see question number 41). It is also allowed for all veteran free agents who have been in the league three or fewer seasons.
Beno was never a free agent while with the Spurs. They exercised their team options for the 4th year of his rookie contract.

Victims of their own success. Once TP and Manu were locked up, the Spurs have not had cap space and have been limited to the MLE.
And we wonder why Dallas residents willingly would jack off Cuban, even though they have not won anything.
Watch out for Dallas this summer. Cuban wants a trophy and doesn't care about losing money. He has over 30M in contracts that he can use to get better players from teams looking to dump long term deals. Cuban will view the economic crisis as a great opportunity to take advantage of the economically weakest teams in the NBA.
They are, IMO, the team most likely to pull a Gasol-type deal this summer.
Which makes it all the more gratifying when they end up having to pay a guy like Finley while he's winning a le somewhere else.
