Yea, that's exactly it. Hard to get touchbacks when your coaches tell you to kick towards the sidelines. I will say with Folk just coming off a surgery, that He-Man is a nice insurance wise, but wasting a 5th on him seems like overkill. I read an article recently where he says in the new Boys stadium he will be able to kick 80% of his kicks for touchbacks, which if true would be really nice. I really don't see the Cowboys carrying two kickers though, so he better prove himself in other areas, because there is no one I would rather have kicking other than maybe Gostkowski than Folk. You are correct though, coverage must improve, you can't just cover that up with a strong legged kicker.
I don't hate the Mcgee pickup as much as most. He is big, pretty strong and decently mobile, and the boys haven't had a young guy to sit and develop since Romo. Kitna will only be here this year, so they wanted to lock up the back up position for some years to come.
As for the rest of the draft, I was disappointed. I liked some of the guys they got like Mickens, Jason and Brandon Williams and the kids from Cincy, but they pretty much seemed to be drafting just to fill out there special teams.I know they think they have depth, and the special teams could definitely use improvement, but I just felt they could have done more.
Passing on Michael Johnson really pissed me off too.

I think JJ has a fetish for athletic kickers who can tackle. Cortez was honestly a better tackler than he was a kicker, and then there was this one from Paulescu
I think Jerr Uh wanted a guy who could kick off, which Buehler definitely can, but needed a reason to put two kickers on gameday rosters..so why not draft a guy who could outbench all his college teammates...even the linemen? This way you could use him in other aspects as well.
