Well, just because he wasn't arrested prior to 2001 does not mean that he couldn't have engaged in such behavior prior to then, known by certain intelligence agencies, which then relied on that to extort whatever they wanted from him.
There's a possibility, but not necessarily the probability. Yet the OP only mused as to the possibility of such a scenario.
And of course there's the possibility that if you hold the correct view for the Military-Industrial Complex, and are in a position to matter to it, you can engage in certain illegal conduct that is swept under the rug.

Of course, it's possible his change in opinion came from the evidence and his concern about what the blockade was having on the population of Iraq, in particular on its children. After all, he seems to care deeply...
Unfortunately for us all, Yoni cares just as much. Now he has a *legit* ad hominem for Scott Ritter whenever he wants to relitigate the war controversies of 2002-6, in hopes of winning this time around.
