The problem itself was a contrivance of the sting. ACORN didn't propose the scheme to O'Keefe, he propounded it to them and like dummies, some of them went along with it.
O'Keefe was the pimp.
You have to admit, though, what he presented was fairly obviously something that you shouldn't do, much like attempting to wiretap a US Senator's office.
It was unethical and immoral what they did. They gave him advice to keep his illegal functions to operate and then gave him tips on how to be more profitable with govt. money and how not to get caught.
