    Bodies lie for days awaiting retrieval
    FEMA policies limit who can do the job

    Traveling by pirogue through the flooded Broadmoor neighborhood Saturday, two men spotted a body floating in a side yard at Rocheblave and Octavia streets. They reported it to National Guardsmen and a civilian airboat operator, who said they were aware of it .

    For 13 days in the aftermath of Hurricane Katrina, the body of Alcede Jackson lay on a porch at 4732 Laurel St., wrapped in a plastic bag and covered in a blanket beneath a sign quoting the evangelist John and commending Jackson to "the loving arms of Jesus.''

    Across town, a left turn at Fern Street in the Carrollton neighborhood provided a clear view of the corpse of a man lying face-down on the sidewalk near a vacant lot. He wore blue jeans. His head was uncovered. Residents who witnessed the scene also informed a pair of National Guardsmen stationed on North Claiborne Avenue. They said they knew.

    Nearly two weeks after Hurricane Katrina tore a deadly path through the New Orleans area, grim sights like these still dotted the vacant urban landscape as the official number of bodies collected and sent to a makeshift morgue at St. Gabriel rose from Sunday's count of 197 by the Department of Health and Hospitals to 279 on Monday.

    Dan's got a great point. The limited resources in New Orleans should have been focused on collecting dead bodies instead of rescuing the people who are still alive.

    Dammit...W doesn't have every dead body in the city of NO picked up yet..if someone sees a dead body W obviously isn't doing his job...Impeach!


    Not only that but the Govenor of Louisiana has been waiting for 4 days for W to come wipe her ass and he still hasn't shown up to do it...Impeach!

    The Federal Emergency Management Agency has hired scandal-ridden Kenyon International to set up a mobile morgue for handling bodies in Baton Rouge, Louisiana following Hurricane Katrina, RAW STORY has learned.

    Kenyon is a subsidiary of Service Corporation International (SCI), a Texas-based company operated by a friend of the Bush family. Recently, SCI subsidiaries have been implicated in illegally discarding and desecrating corpses.

    In other words, FEMA outsourced the body count from Hurricane Katrina -- which many believe the worst natural disaster in U.S. history -- to a firm whose parent company is known for its "experience" at hiding and dumping bodies.

    I'm not quite sure what to make of this. But it seems worth keeping an eye on.

    As we discussed a couple days ago, FEMA hired Kenyon Worldwide Disaster Management to handle the recovery and disposition of the bodies of the victims of Katrina. But they were apparently getting ready to pack up and leave the state because FEMA -- having hired them a few days ago -- had failed to finalize their contract.

    "From what I understand, Kenyon had some questions about the contract," FEMA spokesman David Passey.

    And now Blanco has stepped in and signed a contract with Kenyon on behalf of the state of Louisiana so that the retrieval of the dead will be delayed no longer.

    Every politician who's crossed paths with Katrina is on a tightrope. They'll either be wounded beyond repair or just possibly they'll have their careers made. So I don't discount the possibility that Blanco is grandstanding here or mischaracterizing the situation.

    But what happened exactly? Did FEMA bring them in and then dawdle?

    Dan, you sound like the AQ dip s who preach their propaganda that tens of thousands of American troops have died in Afghanistan and Iraq, but our government is covering up.

    BTW, your "scandal ridden" corporation helped the whole Indian Ocean basin deal with the aftermath of the tsunami last year.

    I understand the scandal label though. They contribute to the Republican party, and we all know Bush created the tsunami just like he created Katrina to kill people so they could get richer [/nba dunce]

    The State has already tried to delegate this responsibility to FEMA once, but the agency has little experience in hiring companies with corpse removal experience since its not really their expertise. It's no surprise that the Governor has stepped in and taken over the process given that here we sit over two weeks later and there are still bodies on the streets of NO.

    The odd thing is why Governor Blanco would hire Kenyon Worldwide Disaster Management.

    ...they delegated everything else...including asswiping duties...why not this as well?

    Sept. 13 (Bloomberg)


    -- Louisiana Governor Kathleen Blanco said the state hired a contractor to recover bodies left in the wake of Hurricane Katrina, saying she had given up on the Federal Emergency Management Agency.

    "In recent days, I have spoken with FEMA and administration officials to convey my absolute frustration regarding the lack of urgency and the lack of respect of our people whose lives were lost as a result of Hurricane Katrina,'' Blanco told reporters in Baton Rouge today during a meeting with state officials.

    Blanco said Kenyon International Emergency Services, a Houston-based unit of Service Corp. International that has worked on Asian tsunami recovery effort, will find the corpses left after Katrina roared ashore on the U.S. Gulf Coast Aug. 29. The storm killed thousands, caused an estimated $100 billion in damage and left 80 percent of New Orleans submerged in water....

    Homeland Security Director Michael Chertoff said the agency that runs FEMA created a "system of recovery" a week ago and is responsible for the recovery of bodies, Blanco said, adding that even the highest government officials couldn't "break through the bureaucracy to get the coordination done." She also blamed the agency for not committing enough workers to the effort.

    The governor tried to pass the buck to FEMA late last week, the only reason she is taking responsibility now is because FEMA told her that was her job.

    Seems to me she tried like to outsource the dirty work to FEMA and leave herself free to do press conferences and play the compassionate leader. Weak.
