Just because someone is strong it doesn't mean they have skill. And even if he had, lets say he somehow restrains him. What then? I doubt the kid carries handcuffs with him so eventually he'd have to let him go. And the whole story could repeat itself indefinitely. And that's not even accounting for the bullie's buddies.

This boy shouldn't be held to some double-standard or honor code of self defense in which a victim is limited in what they can or can't do to defend themselves because of a size disparity. He defended himself and he could have done a lot more violence than just tossing the kid around a bit. He should be commended for the amount of self control he showed. There was nothing unreasonable about the way he reacted to that unprovoked assault.
Plus, the "restrain him with your strength" option is a really bad choice when there are guys standing there ready to jump in, which is of course exactly what happened immediately after the slam. It's sounds all nice and honorable in theory, but not the best option when you're safety is on the line.
