None. They will look at his non-related work experience and the degree will just fill a prerequisite in the place of related work experience. Internship will be the key.
HR uses filters to select interview candidates, and the degree and/or experience gets you through that portion of the filter. Key words do the rest if you know how to tailor your resume for the job you in which you are applying.
So don't sweat the school name as much as your work history.
Most people who make those kinds of comments don't have any degree. They might be in a program, but they aren't in the professional workforce. There are always a few exceptions.

Any internships? Internships are really what you need to get out into the workplace ready to go. Applicable "real world" classes can help in niche areas but you need interships and the like to learn how to use your skills in an actual job.

Thats the problem. My prior work experience was as a technician and that is where I always got sloted, never given a shot at learning any engineering.
My grades were too low to get any internships, had to have a 3.0. I flunked out of UTSA after two years then went back 15 years later put more effort into it and got the engineering degree. I carried too many bad grades from the first couple of years and finished with a GPA just below 3.0. Little opportunities for me with that low of a GPA.
It is/was a worthless degree.
Perhaps you should clarify, the reason that it is a worthless degree is because of your effort. Nothing to do with the school.
But you have prior work experience in a professional environment.
What did you work with, what technologies? Former techs make great engineers.
If you got an EE, you just have to find work now. If you went for BSEET, not sure what UTSA offers, then you will still be a technician most likely, but there are some field service jobs that allow you to bootstrap into an engineering role. It's up to you. With your at ude, it seems you've given up before you've gotten started. As a hiring manager, I wouldn't want to take on someone who was going to sell the farm at the first sign of drought.
I should have never gotten out with a degree in BSEE. The degree is worthless when you enter the workforce ill prepared to do well. Thats on the school.
I have been out since 1997. Owe student loans and getting paid like a high school grad.
I have given up on ever getting into engineering now. I barely make enough to pay bills and live paycheck to paycheck.
I would never advise anyone to get an engineering degree from UTSA.
What I am saying is you can come out of that school with a degree in BSEE and not be prepared to take on an engineering position. Especially in a slow economy where companies don't have to hire new grads and have to train them but can get experienced workers already with similar experience elsewhere.
Unless you come out of a top engineering school and UTSA is not one, you may have a hard time landing any engineering job.
I find it funny that now you are mad at UTSA, or any school for that matter, for the economy being slow.

Living paycheck to paycheck is not an indication of your income level, it could be your expenses are too high.
Even a mid grade technician in some high tech industries make 65-75K a year with bonuses, overtime and shift premium.

I see a problem already. You don't get a degree in BSEE. You get a BS degree in EE. (being pedantic).
If you worked as a technician for years, you should be able to apply for an engineering role with the company you work for, since you likely now have the required degree. Your other choice would be to move into entry level management for technicians, and eventually to equipment engineer.
If you cannot capitalize on a BSEE from a University of Texas engineering program, it's not the fault of the school. Your school has a job placement program. If you don't want to take a pay hit to move from mid/high level technician to entry level engineer, that's your problem. It has nothing to do with the school. No BS degree prepares anyone to enter the workforce without some OJT.
