    NO, you can't.

    However, you must have enough cap space available to bid on a player (in other words, you can’t bid $20M for a player and have only $10M in cap room). If a team offers a deal higher than any other team to a player, that player will join the team after a three-day waiting period. During those three days, other teams can match or raise the offer.

    ok, look.

    say you make bids that start mcgrady at 15 million, tyson chandler at 10 million, allen iverson at 10 million, and allan houston at 8 million.

    that's 43 million.

    if those bids are still standing, you can only make minimum contract offers because you are at 43 million and thus at the cap limit.

    but if you got beaten by a bid on mcgrady - even by just a million dollars, you can no longer bid on him because you don't have the cap room.

    it's a lot like real life. read the rules again to refresh yourself.
