This is true because the Lakers are stacked and should be beating every team in the league right now. If they played well enough to have the best record in the league, they'd be untouchable in the playoffs because you could not find a weakness to exploit. The Spurs play top notch ball, but they are not built to win in the playoffs because they rely heavily on the production of role players.
