Doesn't have to be a conspiracy for the government to be withholding vital information from the public. That's just how it is, not everything is revealed to the public.
That leads one to question, what are they not telling.

Boston Popo probably using this event and delaying the capture to "clean up" the city. IMO
It's pretty clear he had an accomplice he met up with to help him flee. I seriously doubt he could have just slipped away with that many people knowing what he looks like.
