At no point did the military start to impose any rule on Boston, the city simply asked everyone to stay inside for their own safety.... nor were there extensive riots and protests, or widespread disobedience of the law (as in a large number of Boston residents breaking the law).... now, one could argue that the civilian authorities failed to maintain order and security, but that still doesn't mean the lockdown was martial law by definition, because there was no military rule being imposed....Martial law is the imposition of military rule by military authorities over designated regions on an emergency basis.
Martial law is usually imposed on a temporary basis when the civilian government or civilian authorities fail to function effectively (e.g., maintain order and security, or provide essential services), when there are extensive riots and protests, or when the disobedience of the law becomes widespread.
Granted, it does seem like an overreaction, considering Dzokhar was found only after the lockdown was lifted and someone went outside, but it wasn't anywhere near martial law, tbh....
Oh, I don't know, maybe because the three times the government actually did try things like this (Watergate, Pentagon Papers, and Iran Contra), they were massive failures that backfired on them and got exposed in the press, causing huge scandals?
Or maybe it's the fact that our government can't even balance a budget, manage the postal service, run a Congressional bank without bouncing checks, or even read the bills they pass? In other countries, whether its the International Jazz Fest, a F1 Grand Prix event, etc etc, security always checks tohose
For such a big event as the Boston Marathon in a country that is on high security alert since 9/11, I find it weird that they didnt check the bags
