IQ is a terrible indicator for intelligence. The tests are oriented around Western (and often white American) thought. Most people in developing nations have a hard time scoring well on them. Not to mention that standardized testing is a horrible way to measure intelligence in the first place, since there are tons of factors going into performance.
In general, the question of intelligence has gotten so hard to answer that psychologist keep dividing it up. When I was in school, I think there were 23 types. Science has often tried to find evidence for there being a racial relation to intelligence, but most "evidence" for it gets debunked rather quickly. I should know: My school was the one where the infamous Knott marble studies were done.
