    Because extra time only happens in knock-out compe ions. Most football is played in league format which is usually 90minutes+added time.

    Unlimited subs would up the games dynamic. You pass into space to your left to a quick fullback on the run and you find a slow as central defender jogging. And it would be a mess in every set-piece and corner kick to assign defensive assigments.

    They should allow a 4th sub for games that go into extra time though.
